A TIME-SERIES ANALYSIS OF THE BEEF SUPPLY RESPONSE IN RUSSIA: IMPLICATIONS FOR AGRICULTURAL SECTOR DEVELOPMENT POLICIES AgEcon
Antonova, Maria; Zeller, Manfred.
This study analyses the substantial decline in livestock sector in Russia during the last twenty years. The observed decline could be explained by a range of factors, which are supported in this paper through a review of past research results as well as time series data related to the livestock sector. The study concludes with implications and recommendations for agricultural sector development policies.

Adjustment of Conventional PSE's Methodology for Economy in Transition AgEcon
Shick, Olga.
The conventional PSE's methodology doesn't provide adequate estimation of agricultural support for the economy in transition. In this paper we attempt to adjust PSE's methodology for Russian economy, and also coefficients' analysis and interpretations are adapted for transitional conditions. Investigation showed that the level of agricultural support in Russia is much lower than conventional methodology estimates.

AGRICULTURAL PRODUCTIVITY AND EFFICIENCY IN RUSSIA AND UKRAINE: BUILDING ON A DECADE OF REFORM AgEcon
Osborne, Stefan; Trueblood, Michael A..
This study examines the impact of agriculture-specific and economywide institutional reform in Russia and Ukraine on the productivity and efficiency of agricultural production. Production in the agricultural sector in Russia and Ukraine has fallen since reforms began in 1992. The decline is to a certain extent an inevitable result of reform as input and output prices realign to world prices. However, some of the decline is due to incomplete agriculture-specific and economywide institutional reform. Russia and Ukraine have the potential to increase grain exports significantly if reforms are implemented: the most likely scenario projects that wheat and barley exports from Russia and Ukraine could double from current projections, reaching 21 million metric...

Body Weight and Labour Market Outcomes in Post-Soviet Russia AgEcon
Huffman, Sonya Kostova; Rizov, Marian.
This paper estimates the impacts of weight, measured by body mass index (BMI), on employment, wages, and missed work due to illness for Russian adults by gender using recent panel data (1994-2005) from the nationally representative Russian Longitudinal Monitoring Survey (RLMS). We employ econometric techniques to control for unobserved heterogeneity and potential biases due to endogeneity in BMI. The results show an inverted U-shaped effect of BMI on probability of employment for men and women. We did not find evidence of wage penalty for higher BMI. In fact, the wages for overweigh men are higher. However, having a BMI above 28.3 increases the number of days missing work due to health problems for men. Overall, we find negative effects of obesity on...

CHANGES IN AGRICULTURAL MARKETS IN TRANSITION ECONOMIES AgEcon
Liefert, William M.; Swinnen, Johan F.M..
Economic reform in the transition economies of the former Soviet bloc has transformed the volume and mix of these economies' agricultural production, consumption, and trade. Output drops in most countries have ranged from 25 to 50 percent. The livestock sector has been hit particularly hard, all but eliminating U.S. grain exports to the region. This report concludes that the output decline has been an inevitable part of market reform and that the main goal of agricultural policy in the transition economies should not be to return output to pre-reform levels but to increase the productivity of input use. Although reform has created a food security problem in some countries, the cause of the problem is not insufficient food supplies, but rather inadequate...

Changes in Food, Alcohol and Cigarettes Consumption during Transition: Evidence from Russia AgEcon
Herzfeld, Thomas; Huffman, Sonya Kostova; Oskam, Arie J.; Rizov, Marian.
This paper examines the changes in nutritional behavior of Russian adults over the ten-year transition period, between 1994 and 2004. We present evidence on the impact of individual as well as regional characteristics on changes in fat, protein, alcohol and cigarette consumption, and on diversity of diet. The results from a dynamic empirical model suggest that among microeconomic determinants, initial levels of consumption, gender, holding a university degree, and having access to a garden plot have a significant impact on the changes in consumption behavior in Russia. Regarding the macroeconomic variables, economic growth has a significant impact on changes in fat and protein consumption and on alcohol use, while unemployment changes significantly...

Competitiveness of Russian Dairy Sector: Inter-Regional Comparison AgEcon
Mokshina, Polina.
In competitive market dairy production will shift to the regions with the best conditions. In the Soviet paradigm dairy production was evenly distributed throughout the country, what was caused by extremely low transportation prices and by differentiated by regions procurement prices. Thus, there was no specialized zones of dairy production. The start of economic liberalization in Russia was followed by the process of disintegration of the country's common economic space. Reforms entailed an increase in transportation costs and regional specialization based on comparative advantages of a certain commodity production. Specialized dairy producing zones started to emerge. This paper attempts to determine these zones in Russia in the nearest future. The...

CONSUMPTION INSURANCE AND VULNERABILITY TO POVERTY: A SYNTHESIS OF THE EVIDENCE FROM BANGLADESH, ETHIOPIA, MALI, MEXICO, AND RUSSIA AgEcon
Skoufias, Emmanuel; Quisumbing, Agnes R..
This paper synthesizes the results of five studies using household panel data from Bangladesh, Ethiopia, Mali, Mexico and Russia, which examine the extent to which households are able through formal and/or informal arrangements to insure their consumption from specific economic shocks and fluctuations in their real income. Building on the recent literature of consumption smoothing and risk sharing, the degree of consumption insurance is defined by the degree to which the growth rate of household consumption covaries with the growth rate of household income. All the cases studies show that food consumption is better insured than nonfood consumption from idiosyncratic shocks. Adjustments in nonfood consumption appear to act as a mechanism for partially...

DETERMINANTS OF AGRICULTURAL LAND ABANDONMENT IN POST-SOVIET EUROPEAN RUSSIA AgEcon
Prishchepov, Alexander V.; Radeloff, Volker C.; Muller, Daniel; Dubinin, Maxim; Baumann, Matthias.
Socio-economic and institutional changes may accelerate land-use and land-cover change. Our goal was to explore the determinants of agricultural land abandonment within one agro-climatic and economic region of post-Soviet European Russia during the first decade of transition from a state-command to market-driven economy (between 1990 and 2000). We integrated maps of abandoned agricultural land derived from 30 m resolution Landsat TM/ETM+ images, environmental and socioeconomic variables and estimated logistic regressions. Results showed that post-Soviet agricultural land abandonment was significantly associated with lower average grain yields in the late 1980s, higher distance from the populated places, areas with low population densities, for isolated...

Determinants of Unemployment Duration in Russia AgEcon
Foley, Mark C..
Using information contained in a nationally representative, longitudinal survey of Russian citizens, this research analyzes the determinants of unemployment duration during the early stages of economic transition. A competing-risks, discrete-time waiting model, augmented to incorporate unobserved heterogeneity, is employed to analyze whether there is evidence of duration dependence in unemployment, and the role of demographic characteristics, alternative income support, and local demand conditions in explaining unemployment duration for workingage individuals. Married women are found to experience significantly longer unemployment spells before exiting to a job compared to married men. Older individuals can expect to be unemployed longer than comparable...

DOES GROUP AFFILIATION INCREASE PRODUCTIVITY AND EFFICIENCY IN RUSSIA’S AGRICULTURE? EVIDENCE FROM AGROHOLDINGS IN THE BELGOROD OBLAST AgEcon
Hahlbrock, Konstantin; Hockmann, Heinrich.
The impact of group affiliation to agroholdings on enterprise performance in terms of productivity and efficiency is controversially discussed in the literature. However, only few papers evaluate the effects of group membership on the productivity and the efficiency of agricultural enterprises in Russia. The underlying research question of this paper is therefore whether farms that belong to agroholdings perform better than independent farms. We calculate partial land and labor productivity, total factor productivity and technical efficiency scores for the two categories of independent farms and members of agroholdings. In this paper a production function approach is estimated in the framework of stochastic frontier analysis. The results are used to...

Environmental Management in the Russian Federation: A Next Generation Enigma AgEcon
Wernstedt, Kris.
Environmental managers in Russia face severe problems, both from Soviet-era and continuing environmental degradation and due to the weakness of current institutions with responsibilities for environmental protection. This paper draws on surveys, a case study of water pollution, and workshops on Russian environmental decision-making to explore prospects for environmental improvements. Using concepts from the regulatory reform literature on next-generation environmental policies, it focuses on the use of market incentives, the construction of a civil society, and community involvement, and emphasizes that Russian nongovernmental organizations may have a particularly important role to play in improving environmental management. Solidifying their legal base,...

Household Expenditure Patterns for Carbohydrate Sources in Russia AgEcon
Shiptsova, Rimma; Goodwin, Harold L., Jr.; Holcomb, Rodney B..
This study provides a unique view of the demand for carbohydrate sources in Russia at the household level. The data used in this analysis were obtained from a 1996 survey in eight Russian metropolitan areas. An almost ideal demand system (AIDS) model is used to examine the expenditures for potatoes, bread, flour, rice, and pasta. The impacts of household demographic factors on the consumption of carbohydrates are also discussed.

Impact of Corporate Ownership on Economic Performance of Agroholdings in Russia AgEcon
Matyukha, Andriy; Perekhozhuk, Oleksandr; Saraykin, Valeriy; Uzun, Vasilii.
This study conveys the impact of corporate ownership on economic performance of agroholdings – integrated agricultural, processing, marketing, financial and industrial business units in Russia’s agro-food sector. Using a unique database of the All-Russian Nikonov-Institute of Agrarian Problems and Informatics, we investigate 151 agroholdings in Russia and evaluate their economic performances for 2006. Applying the multiple linear regression analysis we were able to quantify corporate ownership and analyze a priori unobserved factors. The results of the econometric estimation reveal that state ownership exerts negative influence on the economic performance of agroholdings.

Impact of Russia and Ukraine on the international price formation and the EU markets - A Model based analysis AgEcon
Banse, Martin; Salamon, Petra; Ledebur, Oliver von; van Leeuwen, Myrna; Bouma, Foppe; Salputra, Guna; Fellmann, Thomas; Nekhay, Olexandr.
This paper examines the effect of the future developments of Russian and Ukrainian agricultural sectors and their impact on the world market prices for arable crops. Employed in the study is AGMEMOD, a partial equilibrium economic model of EU agriculture at the Member State level that has been extended by Russia and Ukraine to gain quantitative insights. Vital for the project has also been the integration of an endogenous world market price module including a stylized Rest of the World (ROW) model. In Russia and Ukraine, there is a strong focus on plant production in general and on grain based animal production; Russia and Ukraine are mostly net-exports of those products. Under the baseline, in Russia prices for crops and oilseeds are below the world...

Impacts of Export Controls On Wheat Markets During the Food Crisis 2007/2008 in Russia and Ukraine AgEcon
Goetz, Linde; Glauben, Thomas; Brümmer, Bernhard.
This paper investigates the impacts of export controls in Russia and Ukraine on wheat world market price transmission during the 2007/2008 global food crisis. Russia and Ukraine aimed to reduce wheat exports induced by extraordinarily high world market prices to secure sufficient wheat supply on the domestic markets. Utilizing a Markov-Switching vector error correction model (MSVECM), we find that the temporary export restrictions induced negative effects on wheat markets in Russia and Ukraine. Although instability increased on the world markets itself, we have shown that the increase in the market instability was particularly pronounced in Russia and Ukraine. Also, the export restrictions dampened price transmission to the farmers’ prices, which pushed...
